Not everyone was invited to the party"},"content":{"rendered":"<p>Today\u2019s media are full of post-Budget analysis.\u00a0 The Irish Government is hailing the end of austerity Budgets, stressing the fairness inherent in Budget 2015, and the Budget\u2019s role in encouraging sustainable recovery.\u00a0 Is austerity over for people living on low-incomes?\u00a0 Is it party-time?<\/p>\n<p>Well, let\u2019s start with some of the positives.<\/p>\n<p>Firstly, we didn\u2019t suffer the dreaded \u20ac2bn \u2018adjustment\u2019 (Government code for cuts) that would have resulted in more of the cuts to services, welfare payments, and increases in taxes that have been the hallmark of all Budgets since 2009.\u00a0\u00a0 There were no social welfare cuts; indeed, Child Benefit was increased by \u20ac5 per month per child, with a promise to increase it by the same amount in Budget 2016.\u00a0 The most substantial and meaningful spending commitment in years on social housing was forthcoming.\u00a0 There was a partial restoration of the Christmas Bonus for some social welfare payments. \u00a0Government heeded the calls of SVP and extended the \u20ac100 Water Subsidy to recipients of Fuel Allowance, who we know struggle on low-incomes . \u00a0\u00a0Low income earners (under \u20ac12,012 per year) will pay no Universal Social Charge.<\/p>\n<p>But some choices were made by the Government are questionable.\u00a0 The failure to support one parent families in their attempts to enter the workforce is puzzling and inequitable; they continue to be penalised through loss of income on returning to work and inadequate access to training and employment schemes.\u00a0 That so many social welfare payments and charges stood still (the Prescription Charge, the Drugs Payment Scheme threshold, the Back to School Clothing and Footwear Allowance, Social Welfare rates \u2013 I could go on) hurts people as the cost of living continues to rise and people continue to feel the effects of Budgets past.<\/p>\n<p>And these negative choices were made within the context of a 1% cut in the top rate of income tax.<\/p>\n<p>Arguments have been made for balance \u2013 that Budget 2015 was fair as everyone gained something.\u00a0 This argument presupposes that we were all equal going into Budget 2015.\u00a0 This is not the case.\u00a0 For many people assisted by SVP, there is no party.\u00a0 <a href=\"http:\/\/www.svp.ie\/getdoc\/c2f0a524-d004-4f73-a47b-31860d145cf4\/Benefits-welcome-but-austerity-still-hurting-many.aspx\">They continue to be hurt by austerity.<\/a><\/p>\n<p>But the Budget isn\u2019t over until the Welfare and Finance Bills become law.\u00a0 There is still time to make changes: To ensure that those outside the income tax net can receive help with their water bills, and one parent families can be supported rather than pushed further into poverty.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Today&rsquo;s media are full of post-Budget analysis.&nbsp; The Irish Government is hailing the end of austerity Budgets, stressing the fairness inherent in Budget 2015, and the Budget&rsquo;s role in encouraging sustainable recovery.&nbsp; Is austerity over for people living on low-incomes?&nbsp; Is it party-time?<\/p>\n","protected":false},"author":3,"featured_media":8437,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"inline_featured_image":false,"_price":"","_stock":"","_tribe_ticket_header":"","_tribe_default_ticket_provider":"Tribe__Tickets_Plus__Commerce__WooCommerce__Main","_tribe_ticket_capacity":"0","_ticket_start_date":"","_ticket_end_date":"","_tribe_ticket_show_description":"","_tribe_ticket_show_not_going":false,"_tribe_ticket_use_global_stock":"","_tribe_ticket_global_stock_level":"","_global_stock_mode":"","_global_stock_cap":"","_tribe_rsvp_for_event":"","_tribe_ticket_going_count":"","_tribe_ticket_not_going_count":"","_tribe_tickets_list":"[]","_tribe_ticket_has_attendee_info_fields":false,"footnotes":"","_tec_slr_enabled":"","_tec_slr_layout":""},"categories":[94],"tags":[],"class_list":["post-10111","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog","entry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v24.7 - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Post-Budget Hangover?
